To Our Beloved and Faithful the Legislative Councillors of the Province of Quebec, and the Members elected to serve in the Legislative Assembly of Our said Province and summoned and called to a Meeting of the Legislature of Our said Province, at Our City of Quebec, on the twenty third day of the month of april, in the year of Our Lord, one thousand nine hundred and seven, you and each of you.
