Definite progress has been made during the past year toward the ulti mate establishment of the 30-hour week to spread the number of jobs in industry.
Above all else, however, the fact stands out that legislation alone will provide no permanent solution of the problem, but that only through collect ive bargaining can the workers keep the gains which they obtained under such laws as the suspended nira.
