About The Author: Dr. V. Krishna Rao (b. 1942) is presently the Director of Sania Institute of Social Action, a non-government organization. Earlier, he was a Reader in Political Science at S. V. College, Suryapet, Andhra Pradesh, from where he retired in 2000. Also, he was awarded Senior Fellowship by the ICSSR, New Delhi for the Years 2004-2006.
