The perceived threat that the bill is directed toward is the case of a hostile takeover of an airline, followed by an attempt to liqui date that airline. The specific threat is the concern that has been expressed by a number of us that twa may be taken over by Mr. Carl Icahn, who is now a one-third owner of the airline, and then sell off the airlines component parts.
