Integrity With Two Eyes equates the present situation in government with James Q. Wilson and George Kelling's "Broken Windows" theory of crime. Jeffrey J. Knowles suggests that the problems of government follow a systematic deterioration of the function of government. He states that constant government scandals exhibit the standard moral and ethical disorder in most government agencies. For this problem, Knowles devises a plan to clean up bureaucratic incompetence from the ground up, rather than the usual addressing of only the players involved in major scandals. He attempts to connect a huge body of pervasive but poorly focused concerns about government with some concrete options for improvement. These ideas apply Kelling and Wilson's "crime disorder theory" to government and focus on the practice of the often-ignored quality management principles in government from within the workplace.
