A significant paradigm shift is occurring in the delivery of health and human services in the United States. Services are changing from single-profession, single-setting, office-based practice to community-based, consumer-centered, interagency services. The nature of the client, the role of the service providers, and the location of the setting are important elements in these changes. Although the new paradigm has many attractive features, this special issue discusses a number of issues that must be resolved to ensure its success.
