The Workmen's Compensation Act affects thousands of employers, scores of thousands of workmen and all the taxpayers of the State. The department created to administer it herewith presents the law, with notes and analyses, to aid in making clear the legislative intent and administrative policy.
The law was intended to operate without recourse to the courts and trained practitioners of law. The notes are, therefore, prepared for laymen rather than lawyers.
