This book is a result of the fourth conference entitled "Human Choice and Computers", which are held every five years. The theme of the Dublin conference, Information Technology Assessment , was selected to foster awareness of the impact of information technology on people and social structures, to explore and assess the alternatives for individuals, groups, businesses and governments in the years ahead, and to provide a basis for action by decision-makers. The book is therefore divided into sections entitled Awareness, Assessment and Action. The participants of the conference (over 150) included theoreticians, policy advisers, and legislators from all continents, representing various political and philosophical standpoints. Their arguments and observations mapped out the current state of thinking about problems in the relationships between individuals, society and computers.
