We are all Socialists, therefore, in the sense that we wish to see those works (and no others) which cannot be carried out by individual enterprise under taken by the Government; for where an undertaking, which is necessary and beneficial, is clearly beyond the ability and the scope Of private exertion there can be no infringement of the rights or the privileges Of the individual in such an undertaking being carried on by the State.
