These proceedings were initiated under the amend ment to the Street Improvement -\ct of this State. Ap proved March 17th, 1891 (stat. 1891. P. This amendment prmides that the issuance of the hond shall he conclusn'e ct'nfenrc of the regularity of all pre vious proceedings and of the validitv of the lien. Lt'ehrnarv 39th. 1893. The Legislature passed an ct entitled n ct to provide for a svstem of street im provement honds to represent certain assessments for the cost of street work and improvement within mu nieipalities. And also for the pavment of such honds. T'stat. 1893. P. 33) which in its general features is s m ilar to the amendment to the Street Improvement -\ct passed hr the Legislature in 1891 The Ac of 1893 repea's the amendment of 1891. Except as to anv and all proceedings hitherto commenced there under. Which proceedings may he completed and have full force as is therein provided. In 1899 the Legis lature amended the ct of 1893. The main p-ro-visions of the former ct heing still retained in the amend ment thereto. The amendment of 1899 provided that the honds. Hv their issuance. Should he [tr-{ina facie evidence of the regularitv of all previous proceedings had under the general Street Improvement Act. And also of all proceedings had under the -\ct of 1893, as amended in 1899. Previous to the making of the cer tined list of unpaid assessments hy the Street Super intendent.
