Despite the Children Act 1989, young people leaving care do not have the same opportunities as their peers who have not been in care. This report details a project that commenced in October 2001 and involved eight local authorities. The aims of the project were to work with the local authorities in a spirit of learning and sharing, to assist them in introducing the new legislation, to monitor the implementation of the Act and to evaluate its impact on services and care leavers.

The findings from the project are presented thematically, examining the Act from the perspective of young people, staff and managers, pathway plans, personal advisers and performance indicator outcomes.
