The Revitalising Health and Safety (RHS) notes that the Health and Safety Executive (HSE) will undertake a fundamental review of its guidance, particularly with regard to meeting the needs of small firms. This study entailed a review of past research, exploratory discussions with employers and a large postal survey. The study maps out employers preferences for the structure of HSE publications, communication / publicity methods and how they delineate themselves. A gap analysis of HSE current suite of publications is combined with an evaluation of the HSE's website and ecommerce facilities
