Excerpt from How James Chalmers Saved the Penny Postage Scheme: Letter of the Dundee Bankers and Merchants to the Lords of Her Majesty's Treasury
As Mr. Pearson Hill in his publications admits having in his possession the entire correspondence from 1888 to 1840 betwixt Mr. Chalmers and the then Mr. Rowland Hill, as well as the plan referred to in this Dundee letter to the Treasury, it may be fairly concluded that this document is likewise, and has been throughout this controversy, in his hands. This, however, I of course cannot prove, and con sequently do not assert, and readers must therefore form their own opinion on the subject. Mr. Pearson Hill, to whom I have put the question, has made no reply either way.
