Not all process maps are created equal. A google search on 'process maps' will attest to this. Some maps are better than others. With increasing focus on systems and system development, process-focused improvement is sometimes an afterthought (or just assumed a given with a new or updated system... a dangerous assumption). Higher-level activity box models and conceptual information assets that may suit system development aren't well-suited to process analysis. The items (forms, documents, systems...) that work together in a business process are lost in high-level activities of a single line flow and the value is not clear. The less detail there is in an as-is map, the less direct value it provides. If a map doesn't provide value, then any time spent preparing that map is too much time.
