Mr. Matthews. Mr. Chairman and gentlemen of the Commission: We desire to address a few considerations to the Court on the admissibility of the earning capacity of these plants. The position of the City upon this question is that the gross income of the Company from the Operation of either plant, and also the net income of the Company from the Operation of either plant, are inadmissible for any purpose, but that the cost of Operating either plant is admissible.
