The Observatory of European SMEs (small and medium sized enterprises) covers the original 15 EU member states, as well as Iceland, Liechtenstein, Norway and Switzerland. This report summarises the eighth round of the Observatory carried out during the period July 2003 to June 2004. It contains eight chapters with the headings of: SMEs in Europe, business constraints, competence development, access to finance, the liberalisation of network industries, SMEs and co-operation, internationalisation of SMEs, and the impact of EU enlargement.
