Let me, before I begin, acknowledge gratefully the vice chairman, Mr. Mark Sanford, who has joined us here today. Thank you, sir.
Let me also welcome all of you here today for this hearing. Let me pay a special tribute to two of my esteemed colleagues, Con gressman Sherry Boehlert from my State of New York, a friend and neighbor, and also Congressman Andy Jacobs from Indiana. Both of these gentlemen are here this morning to present testi mony.
