We are greatly indebted to Mr Austin Smyth, Librarian to the House of Commons, for the following notes on the origin and history of Parliamentary Papers.

Parliamentary papers are either papers of the House of Lords or papers. Of the House of Commons. Being presented during the session of Parliament, they are termed the Sessional Papers of either House.
