The question really presented being this: When supplies were purchased by Virginia for the army, and could not be used for it, after the transfer of all her troops to the C. S. A., the alternative was presented either to sell those remaining on hand and not used before the cessation of army Operations by Virginia, or to transfer them to the C. S. A. For their use. It seemed proper, where a quarter master or a commissary in Virginia service became a Qr. Mr. Or commissary in C. That the property held previously in the former character should be taken by such officer in the latter character, andhe should account to Virginia in the voucher Of' his receipt as confederate Officer, and to the C. S. A. For the proper issue of the property to the forces.
