There is concern that some unemployed young people, such as homeless people, ex-offenders, members of ethnic minorities, refugees, people with health problems, people with drug or alcohol problems, and people with literacy and numeracy problems, may be experiencing severe disadvantage in the labour market. Therefore, they may need more help than they are currently receiving in order to take advantage of employment opportunities. This report is based on a study to develop wider understanding of the ways in which employment prospects might be improved for such young people.;Based on data collected from a wide range of sources - including survey data on New Deal entrants collected for the Employment Service, qualitative depth interviews with 50 young unemployed people experiencing severe or multiple disadvantages and interviews with organizations involved in providing advisory or support services to young unemployed people from disadvantaged groups - the report offers a comprehensive overview of the present situation. The author brings together existing literature regarding the provision of labour market assistance to disadvantaged groups and outlines current policy and practice and makes recommendations for future policy.
