Excerpt from Fourteenth Annual Report of the State Board of Health of Florida: Jacksonville, Florida, February 10, 1903
Unless a widespread and virulent epidemic of conta gious trouble should prevail in the future, the allowance now made by legislative enactment for the support of the Board will be amply sufficient, provided that any surplus from unused appropriation of each year shall be carried by the State Treasurer as a Reserve Fund belonging to the Board for emergency use, and for which exigency a Legislature cannot foresee or provide for by appropriation in advance. For this reason my colleagues and myself desire to urge upon you the wise judgment and propriety of transferring to the State Board of Health for the pur pose of a Reserve Fund, the money which has lately been paid to the Board of State Institutions by the United States Government for the State Quarantine Stations which were sold under Legislative Authority of the ses sion of 1901. I do not think that I can add anything to the argument of the State Health Officer whenfspeaking of this subject in his report, or to the masterly handling of the matter by the Board's attorney, the Honorable E. J. L'engle of jacksonville. The latter' presents the legal aspects of the contention which it may interest you to consider.
