Excerpt from For Better Relations With Our Latin American Neighbors: A Journey to South America
In this account of a visit made to South America in the fall of 1913, as the representative of the Carnegie Endowment for International Peace, upon the invitation of Dr. Nicholas Murray Butler, Director of the Division of Intercourse and Education, it has seemed well, for the sake of the record, to begin with the letter of instructions addressed to me by the Honorable Elihu Root, President of the Endowment, an editorial from the American Journal of International Law, commenting on the objects of the mission, and my brief letter to the Trustees upon my return, reporting what had been done. These are followed by a more detailed narrative account of the visit in each capital, another editorial from the American Journal of International Law discussing the results of the mission, and, in conclusion, an interview reporting some impressions of what had been seen and heard on the journey. In the Appendices will be found copies of addresses, letters, and drafts, or disefios, of addresses which were either delivered or pub lished as articles in South American reviews.
