Excerpt from First Annual Report of the State Board of Health of Florida, Jacksonville, May 5th, 1890: With Amended Rules and Regulations
Sixth - The streets of the city should be graded, crowned and curbed, with cemented surface drains on one or both sides for carrying off storm water. Sidewalks would add much beauty to the thoroughfares and to the comfort of pedestrians, but are not essential to the sanitation o' the place.
The privy pit or vault system which is in general use in Key West is an evil which demands prompt abatement and should be substituted by good house Sewerage. (in 1888 there were about four thousand privy vaults in use in Key West.) As stated in a recent address before the State Medical Association, in speaking of this subject, the use of vaults is pernicious even when made water tight, for there is still danger from air contamination unless a large amount of disinfectants is used, and as they are rarely tight, the leakage into the surrounding soil is extremely danger ous as producing contamination of water in wells which are used for domestic purposes.
Over two years ago, when I was health officer of Key West, I addressed the following letter to the citizens of Key West.
