This investigation is based upon the hypothesis that public intelligence Of the twentieth century will not outlaw science in fire-rating, When we have found it and are prepared to prove the fact, and that, if we ever find it, we must first interrogate science itself. The interrogation pursued in the following pages, crude and imperfect as it may be, elicits answers by no means Delphic answers which point out in clear and unmistakable language not only what to do but how to do it, and while these answers disclose many startling departures from scientific principles in our rating procedure, they are full Of encouragement in showing that the transition to right methods involves no Violent organic upheaval Of existing system, such as it is, that it entails no hardship to the industry, or to the public.
