The Federal Emergency Manage ment Agency (fema) provides funding assistance to States for sup pressing wildland fires that threaten to become major disasters.' The usda Forest Service, as principal advisor to fema for assessing State fire emergencies, was asked to develop a new process to aid in mak ing fire emergency declarations. As a result, we developed two interrelated systems.
