Publisher's Synopsis

This report sets out the findings of the Treasury review (led by Gus O'Donnell, Treasury Permanent Secretary) undertaken to examine the best organisational arrangements for government revenue departments in order to achieve the Government's tax policy objectives. The report recommends the creation of a new single revenue department, integrating the work of HM Customs and Excise and the Inland Revenue, with a new accountability framework which will seek to improve transparency and performance by focusing on customer needs. It also recommends that the Treasury should have lead responsibility for taxation policy development, with the new department leading policy maintenance and delivery. The recommendations of the report have been accepted by the Government and implemented as part of the 2004 Budget (see below).
