In 1990 the Department of the Environment commissioned an evaluation of the enterprise zone experiment. Enterprise zones are designated for a ten year period and the evaluation was to be undetaken in two parts; at the time of the de-designation of the round one zones and the round two zones. The achievements of enterprise zones were to be assessed in the light of two broad yardsticks of performance, namely: the extent to which zones have maintained and/or generated additional economic activity and employment; and the extent to which zones have contributed to the physical regeneration of their local areas through the provision of infrastructure, environmental improvement and the stimulation of the property market.
