Any county that cannot carry the new minimum salary schedule for teachers on a county school tax levy of 67 cents on $100 of assessed valuation, shall have such an allotment from the equalization fund as will enable the county to carry the pro gram; provided that not less than 24 per cent of the current expense budget must be spent for purposes other than teachers' salaries.
