Toda we consider how to improve sex offender registry informa tion. The data now makes it clear that the majority of sex offense victims are children. Nonetheless, the fbi estimates that less than 10 percent of child molestation cases are ever reported to the po lice. Nearly two-thirds of State prisoners serving time for rape and sexual assault victimized children. It is estimated that 29 percent of all rape victims are less than 11 years old. These numbers paint a picture of a stark and dark tragedy.
Lest we forget that these numbers represent real people, two of our witnesses this morning have lived that tragedy. They represent thousands of parents who in recent years have lost what is most precious to them: their children.
