Excerpt from Federal Motor Vehicle Safety Standards and Regulations: With Amendments and Interpretations
On April 1, 1982, in 47 FR 13845, the agency pro posed to permit operation of power windows and partitions in a fifth circumstance, in response to another petition from gm. Under this proposal, these systems would be operable during the inter val between the time the vehicle's ignition key is shut off to the time one of the vehicle's doors is opened. This provision would permit windows to be operable in situations such as refueling stops at service stations, an added convenience for the driver. However, it would also assure, except in rare circumstances that the driver is still in the vehicle and able to supervise the operation of the windows. The provision was proposed as a method of increasing driver convenience and was antici pated to have no impact on safety.
