House, had to be suspended. It was only possible for me, during these few brief minutes, to protest against some aspersions which had, I thought, been unjustly cast upon the character of those employers who are Opposed to this measure, and to indicate in very general terms the reasons which have induced me to meet the second reading of the Bill with the amendment of which I have given notice.
