Following on from an earlier Coopers and Lybrand study ("Landfill Costs and Prices", HMSO 1993) the Department of the Environment commissioned CSERGE Warren Spring Laboratory and EFTEL to carry out further work on whether there is an environmental justification for a landfill and incineration levy.;Their research provides an analytical framework for further discussion. Wherever possible they have estimated an economic valuation for each of the environmental externalities, which in turn are used to produce suggested figures for a waste levy. The Department welcomes comments on the findings of this report.
