The Staff wishes to emphasize that the Commission's proceedings do not challenge the lawfulness of syrup manufacturers restricting a bottler to a particular manufacturing location or the right of a syrup manufacturer to select its bottlers. Hence, even if territorial restrictions are eliminated, an ex elusive right will remain for a bottler of a particular brand to operate a plant producing that brand in a territory designated by the syrup manufacturer. The economic advantage of a bottler being the sole source of a particular brand in a designated area will remain.
