The social fund is possibly the most problematic part of the social security system. It has been described as "the soft underbelly of social security - the arena where disputes about values, objectives and practical policy are fought out". Since it began operating, the social fund has been the focus of a considerable evaluative effort by a wide variety of statutory and voluntary bodies.;This independent research was commissioned by the DSS to enable the department to assess the extent to which the social fund is achieving its objectives, and whether changes of direction and changes in the division of the budget were necessary.
