Belief that the function of planning is to balance economic and environmental costs and benefits in the public interest is the central hypothesis underlying this report. The effectiveness of planning is regarded as the extent to which planning aims are translated successfully into development which takes place or is prevented.;This study, conducted by PIEDA plc in association with CUDEM, Leeds Polytechnic and Professor Derek Diamond of LSE, makes a comprehensive review of the theoretical and practical issues associated with evaluating effectiveness in land use planning. In conclusion, recommendations on methodology for this process are given.
