Large Scale Voluntary Transfer (LSVT) has become the main mechanism for transferring tenanted housing from local authorities to housing associations. This is the final report of a five year programme of research commissioned by the Department of the Environment - it focuses on the effects of LSVT in terms of organizational changes, management performance and tenant satisfaction based on case studies of some of the earliest transfers. The first part of the report provides an update on issues discussed in greater depth in the interim report (published by HMSO in 1992, ISBN 0 11 7526991). The second part presents material illustrating the effects of transfer whilst the final part of the report evaluates the experience of transfer to date.
