Enforcement has been called the weakest link in the planning control system. This review looks at the scope and effectiveness of the provisions for enforcement of planning control as set out in Parts V and XII of the Town and Country Planning Act 1971 and offers recommendations for improvement. It gives a brief summary of the evolution of the current system and its main features.;The author also comments on some of the ideas that have been put forward for improving enforcement, such as introducing a 'Planning Enforcement Tribunal'.;Among the main recommendations are that powers to obtain information and secure co-operation before enforcement action should be strengthened.;The author also concludes that many of the perceived weaknesses of the system arise from lack of appropriate experience or knowledge on the part of those who have to use it.
