Excerpt from Eleventh Biennial Report of the State Board of Health, of Maryland: For the Two Years Ending December 31st, 1895
In the counties of Harford, Caroline, Montgomery, Cecil, Kent, Howard, Talbot, Carroll, St. Mary's, Frederick, Garrett, Anne Arundel, Washington, Allegany, Queen Anne, Baltimore, Dorchester, Worcester and Charles, County Boards Of Health were organized according to law, and the most cordial relations established with the State Board.
The reports of the County Health Officers appended to this report, attest the zeal with which they have taken hold of the work, and demonstrates the advantage gained through co-opera tive action, emanating from the central Board. In only one county of the State, (wicomico, ) the Secretary failed to impress the minds of the County Commissioners with a due sense of the importance of organizing a County Board of Health. They were polite, but refused on the ground that, although the law is mandatory, there being no penalty attached for refusal, they would not Obey. It is sincerely to be hoped that a more enlight ened spirit will in the coming year permeate the minds of the worthy Commissioners Of Wicomico County, and that they may be induced to recognize in the future their Obligation under the State law.
