Excerpt from Election Statistics, 1931: In Accordance With the Provisions of General Laws, Chapter 54, Section 133, as Amended; Together With Other Information Relating to Elections
A special act, chapter 129 of 1920, provides the latest time when initiative and referendum petitions may be submitted for certification in Boston, but General Laws do not make any such definite provisions for other cities and towns. Some boards of registrars of voters and election commissioners rule that such petitions must be submitted before five o'clock in the afternoon of the Friday preceding the day on which they must be filed with the State Secretary; others fix no time limit for such filing. It would seem desirable to include in the General Laws a definite statement covering this matter, and I therefore recommend an amendment to General Laws, chapter 53, section 20, to include initiative or referendum petitions.
