Dr. Farr, an English sanitarian of high repute, in an address as president of the Section on State Medicine in the British Associa tion gave expression to the following sentiments on this subject Public hygiene is a want as much as air and public roads and waters are public necessities, and as such must be cared for and paid for by the community. Again he says: A sanitary code is needed with proper sanitary officers, for otherwise a code would be a dead letter. Hence he continues: A Ministry of Public Health will eventually be needed for the British Empire.
