The overall aim of this year-long study has been to evaluate the use of the Government's Urban Programme in increasing employment opportunities for black and ethnic minority communities in the inner cities, and to use the results of the evaluation to enhance policy design and implementation. Commissioned by the Inner Cities Directorate of the Department of the Environment and carried out by Victor Hausner and Associates, detailed recommendations are provided on the potential opportunities and operational requirements for future success.
