IN this little book I have tried to answer the question, whether it is possible to raise agricultural wages in England, without the advantages of the change being outweighed by disadvantageous con sequences. More particularly, the argument is con cerned with the policy Of establishing minimum agricultural wage-rates by law.
I have made no attempt in the following pages to gauge the poverty of the farm labourer or to estimate the distresses Of his lot, except, indeed, in so far as a consideration Of these things is essential to the economic argument. My reason for thus limiting the inquiry is a simple one. I believe that a demonstration Of the possibility of improvement is a sufficient reason for action, without the senti mental appeal provided by a tale of horror.
