Scotland's drug misuse problem is larger, more serious and more complex than the Committee at first imagined. Because of this complexity and because no obvious solution has emerged, the response has been ad hoc, with interventions developed largely in a piecemeal manner. Those measures which have demonstrated their effectiveness have, in the main, been directed towards harm reduction rather than abstinence.;The Committee supports the Scottish Office's multi-agency approach to drug misuse, but states the need for leadership in its approach.
