As a result of the severe drought in the Sahel region of Africa (at its climax in 1972) and the catastrophic trail of human anguish which followed, the International Federation of Institutes for Advanced Study (IFIAS) and the Aspen Institute set up a joint major international project whose main purpose was to seek a deeper analysis of the causes of the disaster. The project probed deeply into the social, political, economic and ethical implications of the impact of climatic anomalies on man, in a provocative 38-month study conducted by Rolando Garcia and a distinguished team of collaborators.
