This report is based on the first UK evaluation of Communities That Care (CTC) and is the result of a long-term, comprehensive evaluation which assessed three CTC demonstration projects, set up by the Joseph Rowntree Foundation in 1998 and 1999. The report documents the CTC process and implementation and considers the impact that each project had on the areas concerned. It also outlines the successes and failures of CTC and contains valuable lessons for others wishing to implement similar schemes.
