His Excellency laid before the Council the Minutes of the Council of War held at New York the Twelfth of December last, Transmitted to him by General Shirley Desired the Opinion of the Board whether it be Necessary to call the Assembly together as soon as Conveniently may be on the Matters Contained therein.
