The Department of Defense (DoD) Open System ArchitectureContract Guidebook for Program Managers (Guidebook) is to be usedby Program Managers (PMs) who are incorporating Open SystemArchitecture (OSA) principles into the acquisition of any system orservice, including those not considered to be "information intensive."This guidance may be especially well suited for acquisition programsfor national security systems (NSS), or for any system that seeks tointegrate technologies originating from Government or noncommercialsources with those available under commercial or proprietarydevelopment and licensing models.This Guidebook contains recommendations1 and is offered with theunderstanding that individual Program Executive Offices (PEOs) andprograms must have the flexibility to adapt its principles and guidanceto meet their needs. This document is intended to implement andsupplement, rather than replace, authoritative source materials such asthe Federal Acquisition Regulations (FAR), the Defense FederalAcquisition Regulation Supplement (DFARS), and other applicableDoD policy and guidance. Users must continue to consult and complywith the most recent versions of the FAR and DFARS, and othergoverning DoD policy and guidance, in addition to this Guidebook, when developing acquisition materials
