It was the judgment of the Rapid Transit Commission that the construction of a freight subway as required by the law is open to many objections of the most serious nature, and there fore undesirable. The difficulties of construction would be very great, the obstacles in the way of proper operation practically insuperable, and the cost commercially prohibitive. For these reasons the Railroad Company refused to undertake the con struction of the proposed freight subway.
