The plight of Sub-Saharan Africa was the focus of an international conference at Wilton Park and population, desertification, war and famine were identified as the major problems of the region. It was recognized, however, that the debt crisis and the collapse in the price of commodities were shifting the focus of the debate in many countries towards their implications and the necessity for structural adjustment.;This paper is based on a conference at Wilton Park where delegates acknowledged that Africa's crisis could not be blamed exclusively on external factors, a new realism and some candid commentary highlighted some of the internal policy failures which were integral to the crisis.
