The United States and the Soviet Union have been engaged in the Strategic Arms Limitation Talks since the autumn of 1969. The goals of the United States at salt are the enhancement of national security, strategic stability, and detente through dialogue and agreements with the Soviet Union. The negotiations are aimed at the limitation and reduction of both offensive and defensive strategic arms. The first phase of negotiations (salt I) was concluded on May 26, 1972. On that date the President, on behalf of the us. Government, signed two agreements with the Soviet Union - the Treaty on the Limita tion of anti-ballistic Missile Systems and Interim Agreement on Certain Measures With Respect to the Limitation of Strategic Offensive Arms for a 5-year period. Both the treaty and the Interim Agreement were approved by the Congress and entered into force on October 3, 1972.
